Dr. A. Arch Culbreth Biography:
Dr. Culbreth began his chiropractic
journey while at Valdosta State College. His
father Lamar Culbreth recommended that he go
into chiropractic as he had benefited from it
over the years. Therefore he was sent to talk
with Dr. Dean Mink who sent him to Dr. William
Harris and they both recommended Palmer Chiropractic
College. Dr. Palmer founded the profession and
named it chiropractic. After Palmer Dr. Culbreth
practiced at clinics in Athens and Atlanta and
set up his clinic on his birthday May 1, 1978
in Savannah, Georgia.
Dr. Culbreth immediately began
promoting the benefits of chiropractic in the
Savannah area and getting involved with community
projects. During the 1980’s Dr. Arch was
active in many community programs that involved
being a bible teacher for 12 years at Bethesda
home for boys founded in 1740 by George Whitfield.
He also hosted a Christian radio program called
The Story of Jesus from 1981 to 1991 on W.G.E.C.
FM in Springfield and served on the Board of
Directors of Community Bible Association.
The 1980’s saw Dr. Culbreth
begin getting involved more in chiropractic
legislation and the state association. Dr. Arch
served as President of the GCA 6th District
and was first elected to the Board of Directors
as the 6th district director in 1989. Dr. Culbreth
is the longest serving member of the GCA Board
of Directors (15 years) and currently serves
on the board as Past President.
Dr. Culbreth in 1989 was asked
by the Secretary of State to serve as a content
expert in the examining board’s division
on chiropractic rules and laws. Dr. Culbreth
has also served as an examiner for the National
Board of Chiropractic Examiners.
The 1990’s saw Dr. Culbreth
getting more involved in the chiropractic profession
and in different aspects of the community. Dr.
Culbreth continued to serve on the Board of
Directors as the 6th district director and was
elected President of C-PAC in 1995. Dr. Culbreth
met with legislators and hosted receptions for
United States Senators, Secretaries of State,
Georgia Insurance Commissioners, US House of
Representative members and served on the GCA
Long Range Planning Committee. In 1995 Dr. Culbreth
was asked by the Secretary of State to serve
on the Small Business Development Task Force.
1996 Saw Dr. Culbreth being elected as the 2nd
Vice President of the GCA and he was re-elected
in 1997, 1998, 1999 and 2000.
Dr. Culbreth attended many post
graduate courses during this period of time
including two at Harvard Medical School. Dr.
Culbreth was certified in rating impairment
for disability evaluation based on the AMA Guides
and his opinions have been accepted by Georgia
Workers’ Compensation hearing judges over
other healthcare practitioners including orthopedic
surgeons. In one instance the worker’s
compensation judge stated, “Dr. A. A.
Culbreth testified at the hearing and explained
how he arrived at an 8% impairment rating of
the employee’s body as a whole based on
the AMA guidelines. Dr. Culbreth’s rating
is found to be more credible than the other
rating under consideration.”
Dr. Culbreth’s community
involvement in the 1990’s included serving
as chairman of the United Way in 1993 for the
Coastal Empire chiropractic division. In 1994
Dr. Culbreth was appointed as Chairman of the
Board for Connor’s Educational Corporation
which has developed a family center for low
income individuals in the downtown Savannah
area. As Chairman of the Board Dr. Culbreth
helped secure over $1 million in grants from
federal, state and local officials for this
center.
In 1997 Dr. Culbreth received
a federal appointment as a member of the Georgia
Advisory Committee of the US Commission on Civil
Rights. In 1996 Dr. Culbreth was elected President
of the Southeast Atlantic Better Business Bureau.
This bureau covers 38 counties. Dr. Culbreth
still serves on the Board of the Bureau and
as President established the Warham Honesty
in Advertising Essay Award for college students
at 4 south Georgia colleges.
Dr. Culbreth served as a minister
of the Gospel at the Savannah Bible Chapel (formerly
Savannah Gospel Chapel) in the late 1970’s,
80’s and 90’s where he taught the
senior adult bible class, Wednesday night prayer
meeting, and preached from the pulpit one to
two times per month. One of his favorite sermons
is a doctor at the foot of the cross. This shows
from a doctor’s perspective what occurred
when the Lord Jesus Christ was crucified for
our sins.
Dr. Arch married the beautiful
Stefanie Waters at the Savannah Bible Chapel
on March 18, 1998. Dr. Culbreth from 1990 to
1995 was a bible teacher for disadvantaged children
at the Fresh Air vacation home retreat on Tybee
Island, Georgia.
Dr. Arch was elected President
of the GCA for the year 2001 and was re-elected
for 2002 and 2003. In the 92 year history of
the GCA he was only the second doctor to be
elected to 3 consecutive terms.
While President of the GCA Dr.
Culbreth amassed political support to revise
our scope and reimbursement positions in Georgia
and this is still an ongoing process. Dr. Culbreth
worked with the President of the Board of Examiners
and set up a meeting with the Chairman of the
Department of Community Health for the state
of Georgia on Medicaid. A first for a GCA President
was when Dr. Culbreth approached Dr. Tom Klapp,
a Life trustee, at Palmer College’s homecoming
and set up a meeting with the GCA leadership
and Life University. Dr. Culbreth also invited
members of the Board of Examiners to attend
as well. Another first in Dr. Culbreth’s
administration was having Dr. Greg Baker, the
incoming President of the GCC, speak at our
fall conference in 2003. Dr. Culbreth oversaw
the transition of Guardian Care and supported
as President the loan guarantee to Guardian
Care which basically paved the way for it’s
survival today.
While President of the GCA Dr.
Culbreth was interviewed by MSNBC in July of
2001 for comments on, “Is Your Job a Pain
in the Back.” Dr. Culbreth was also interviewed
during his term as President by the Atlanta
Journal and Constitution twice concerning the
issues at Life University as the official spokesperson
for the Georgia Chiropractic Association.
January 10, 2002 Dr. Culbreth
was invited to and spoke at the semi-annual
meeting of the State Bar of Georgia in Atlanta
on a panel with an orthopedic surgeon concerning
medical issues for the general law practitioner
and trial attorney relative to personal injury
and workers’ compensation.
Dr. Culbreth was placed on the
Savannah Honorary Board of the Georgia Special
Olympics for a 3 year term in 2002. Dr. Culbreth
has organized fund raisers for the Special Olympics
within the chiropractic community and this year
(2004) was asked by the Special Olympics to
coordinate the setting up of examinations by
local doctors in Savannah.
Dr. Culbreth currently serves
as chairman of the National Public Affairs Committee
for the GCA and along with the President of
the GCA hosts an annual luncheon in the US Capitol
in the House dining room for our US Senators
and Representatives.
This year Dr. Culbreth was elected
as President of the Georgia chapter of the Palmer
Alumni Association for 2004 and 2005 and had
the distinct privilege and honor of speaking
in 2003 at the dedication of the Palmer College
of Chiropractic research building named in the
honor of Dr. William Harris. This was the first
actual chiropractic structure that the National
Institutes of Health has funded in the history
of chiropractic.
Currently Dr. Culbreth maintains
an active chiropractic practice in the Savannah
area and is still very much involved in the
GCA as Past President and member of the Board
of Directors. Dr. Culbreth serves as the chairman
of the National Public Affairs Committee and
is very active in state and national legislative
issues to better our profession. Dr. Culbreth
is still an active participant in his community
and serves as Chairman of the Board of Connor’s
Educational Corporation, a member of the Georgia
Advisory Committee of the US Commission on Civil
Rights, a member of the Rotary Club of Savannah,
serves on the Savannah Honorary Board of the
Georgia Special Olympics, is a Bible teacher
and serves on the Board of Directors of the
Southeast Atlantic Better Business Bureau.

Dr.2005 Biography Update:
2005 has been a very busy year
both professionally and personally for Dr. Culbreth.
Professionally Dr. Culbreth
has taken postgraduate courses both in the spring
and in the fall as well as staying active in
the State Association. Dr. Culbreth still serves
as the immediate past president on the Georgia
Chiropractic Association board of directors
and serves also as chairman of the National
Public Affairs Committee. In that capacity Dr.
Culbreth hosted a luncheon for the fifth straight
year in the Private dining room of the House
of Representatives in the US Capital for our
US Senators and Congressmen and Women from Georgia.
This year was very successful as we had five
Congressmen attend and staff members from the
other offices. Meetings were set up with US
Senator Zaxby Chamblis and US Senator Johnny
Issacson, which proved productive. This year
we saw an expansion in chiropractic moving into
26 Veteran Administration Facilities and 42
Department of Defense Facilities for the active
military personal. There is a chiropractic office
in the US Capital for Congressmen and Senators.
On a local level Dr. Culbreth
organized the Doctors of Chiropractic to do
exams on the Special Olympic children so they
could participate in the Special Olympics. Also
in 2005 a fundraiser was held throughout the
year for the Humane Society to aid in the care
of innocent animals.
Community involvements
saw Dr. Culbreth serving on the Board of The
Better Business Bureau. Dr. Culbreth is chairman
of the advisory board of Conners Educational
Cooperation and has served in that capacity
for eleven years. Con Ed is developing a family
center on MLK and Gwinnett and has completed
the first floor and the second two floors should
be completed by March 2006. This facility will
be used for tutoring children, have a computer
lab for students and many other programs to
improve the downtown community. The City of
Savannah granted us $200,000.00 this year to
help with the program.
On a personal level Dr.
Culbreth and his wife Stefanie had their first
child in September and he weighted a whopping
ten pounds and ten ounces. His name is Blake.
Dr. Arch and Stefanie Culbreth co- hosted a
reception at The First City Club May 6th for
actor Steve Baldwin who was in Savannah doing
an event for the young people that involved
BMX bicycles and skateboarding with the "Livin
It" tour. This was sponsored by the Luis
Palau Association.
In April Dr. Culbreth and
his son Joshua had the privilege of staying
at the home of Dr. Spiros Zodhiates. The president
of AMG International, Dr. Zodhiates is a world-renowned
scholar and has written 300 books and booklets
and has ministries in 55 countries of the world.
The ministries involve twelve hospitals in India,
a hospital in Thessalonikki, Greece and orphanages
in Thailand, Indonesia, Guatemala and Peru.
The ministry feeds 25,000 children everyday.
Dr. Zodhiates is the editor of the Hebrew Greek
Key Study Bible and is a recognized authority
on the Greek New Testament and has edited an
edition of the Modern Greek New Testament, which
was published by The American Bible Society.
Dr. Zodhiates is heard daily on New Testament
Light Radio program in the United States and
Canada. Dr. Culbreth and Dr. Zodhiates have
been friends since 1985.
This past summer of 2005
Dr. Culbreth was invited and taught bible to
the children at the Fresh Air Home on Tybee
Island. Dr. Culbreth had done this in the nineties
and it was a pleasure to visit the children
again. There were approximately 125 that attended
each session.
In June of 2005 Dr. Culbreth
had the privilege of opening a Billy Graham
Evangelistic Association Telephone Center here
in Savannah. This has proved to be a great blessing
for many Christians in the area as they answer
phones and lead people to a saving knowledge
of the Lord Jesus Christ. Dr. Culbreth learned
of these centers while staying with the Billy
Graham Team in Pasedena in November 2004 for
Dr. Grahams last west coast crusade at the Rose
Bowl.
Dr. Culbreth had the privilege
of speaking to the Savannah Business Mens Association
and had the privilege of teaching childrens
church at his church and also filling in for
the campus minister when he was away for his
Sunday school class in 2005.
2005 proved to be a productive
and successful year both professionally and
personally.

Dr. 2006 biography update
2006 was a productive year that saw Dr. Arch Culbreth fulfilling requirements set forth by the National University of Health Sciences in Chicago to be included in the referral network of certified chiropractic doctors practicing the Cox decompression adjustment manipulation technique. Three federal grants have been awarded to researchers studying Cox decompression adjustment manipulation. The first study done at Loyola University School of Medicine studied the basic application of flexion-distraction and saw a reduction in disc pressure, increase in disc height, and increase in intervertebral foramen size. One percent of the chiropractors are certified in the Cox decompression adjustment manipulation federally researched procedure. The referral network is listed at www.coxtechinc.com
Dr. Culbreth still served as the immediate past president of the Georgia Chiropractic Association and on the Board of Directors and is Chairman of the National Public Affairs Committee. In that capacity Dr. Culbreth hosted a luncheon for the 6th straight year in the private dinning room of the House of Representatives in the US Capitol for our US Senators and Congressmen and Congresswomen.
Community involvement saw Dr. Culbreth serving on the board of the Better Business Bureau. Dr. Culbreth is Chairman of the Advisory Board of Conner’s Educational Corporation, which is a non-profit corporation helping the disadvantaged in downtown Savannah. Leaders in law enforcement, education, and legislation have not only served on the board with Dr. Culbreth but contributed to making the Family Resource Center a success. The National Crime Council was brought in to do training for crime prevention.
Dr. Culbreth had the privilege of speaking at various churches during the year which was both enjoyable and well-received.

Dr. 2007 Biography Update
Dr. Culbreth was asked by the National University of Health Sciences in cooperation with Loyola School of Medicine and Auburn University to participate in a research study about chronic neck pain. This is a federal study funded by the Health Resources and Services Administration in the US government and is doing a comparison study of flexion-distraction and medical conservative care for chronic neck pain. Dr. Ram Gudavalli at the Palmer Research Center is the principal investigator. One percent of the doctors of chiropractic in the US are certified in the Cox flexion distraction technique. There is no health risk related to participating in this study. The purpose of this study is gather information about chiropractic patients and their treatment.
Dr. Culbreth for the 7th straight year hosted a luncheon in the Private Dinning Room in the House of Representatives in the US Capitol for our US Senators and Representatives from Georgia. Nine Congressmen came to the luncheon as well as one US Senator. The other US Senator was visited in his office with a previously scheduled appointment. Chiropractic is looking up and has been included in the Department of Defense for all active military personal to receive the chiropractic benefit as well as the Veterans Administration. Chiropractic has made great strides to be included and the VA is required to have a chiropractor on staff at no fewer than 75 major VA medical centers before the end of 2009.
Dr. Culbreth continued to have the privilege of hosting the Billy Graham Evangelistic Association volunteer telephone center here in Savannah. This has proved to be a great blessing for many Christians in the area as they answer the phones and lead people to a saving knowledge of the Lord Jesus Christ.
Dr. Arch Culbreth and his wife Stefanie had the privilege of being invited to attend the Billy Graham Library Dedication on May 31, 2007. The three former US Presidents were at the dedication along with the 1500 invited guests. It was a wonderful time and the library is worth going to visit. There is no charge to visit the library in Charlotte, North Carolina on the Billy Graham Parkway. The mayor of Charlotte and governor of North Carolina and the three former Presidents: Jimmy Carter, Bill Clinton, and George Bush, Sr. all spoke and talked of their highest esteem and respect for their good friend Dr. Billy Graham who is 88 years now. Dr. Graham is in poor physical health but his mind is still sharp as ever. If you are in the Charlotte area the library is worth a visit. There is no charge.
